Allen Chan joined Rice Financial in 2011 from Precision Analytics, where he provided quantitative services to analyze, structure and verify the full scope of municipal bond issues.  Before his work at Precision Analytics, Mr. Chan worked 17 years at DBC, the leading developer and provider of municipal finance analytic and structuring software applications in the United States and the largest software firm in the municipal finance industry.  Starting out as a Computer Programmer, he was later promoted to Head of Technology/Software Development and ultimately to Vice President of Technology.

At DBC, Mr. Chan designed and created DBC Finance, then led the team in its continual improvement and maintenance.  He worked closely with many clients who were prominent participants in the municipal bond market - including all of the top ten investment banks, regional investment banks, financial advisory firms, bond issuers and other finance professionals - to quickly implement support for new tax regulations and additional bond structuring techniques as the need developed.  DBC Finance eventually became the industry standard software tool used to structure municipal bond issues.  Mr. Chan was responsible for overseeing internal deployment of technology and overseeing all DBC software products.

Mr. Chan received a BS in computer science from Yale University.
