Dionyse Fitzwilliam

Dionyse Fitzwilliam is responsible for all major quantitative analysis at Rice Financial.  She has extensive experience with the full range of municipal credits, including general obligation debt and revenue financings for water and sewer systems, airports, electric utilities and hospitals.  Ms. Fitzwilliam has developed standard numerical models for the structuring of complex derivative financing mechanisms, including tax-exempt, taxable and hybrid interest rate swap and option products; interest rate hedges vs. a specified bond index; and the integration of customized swap hedges for new money municipal bond issues. 

Ms. Fitzwilliam leads the marketing effort for the structuring, execution and administration of municipal interest rate derivative products at the firm.  She creates custom derivative solutions for all of Rice’s municipal clients and has managed the marketing, structuring and execution of more than $8 billion of interest rate swaps for municipal issuers nationwide.  Ms. Fitzwilliam’s experience includes the structuring and implementation of the first general obligation swap in Texas (floating to floating basis swap), the largest competitive swap purchased by a single dealer in 2007 (forward starting SIFMA floating to fixed swap), and the first collared constant maturity swap.

Before joining the firm in 1999, Ms. Fitzwilliam was a member of Merrill Lynch’s Tax-Exempt Money Markets and Capital Markets groups where she assisted public purpose entities with short-term debt issuance and the implementation of caps, floors, collars, interest rate swaps and other derivative products.

Ms. Fitzwilliam received a BBA in finance (summa cum laude) from Baruch College CUNY.
