Leonard Jones is a Partner at Rice Financial and head of the firm's Public Finance Department.  Mr. Jones has 26 years of experience in commercial and investment banking in the United States, Africa and Latin America, including domestic and international derivative products finance, public finance, project finance, privatization, and debt restructuring.  His accomplishments include structuring more than $21 billion in fixed income securities, executing a number of significant interest rate swap and other derivative transactions, supervising and negotiating the restructuring of more than $4 billion in debt, and managing the privatization of 26 state-owned enterprises for a foreign government.

Previously, as a Vice President at Morgan Stanley, he was responsible for the structuring and sale of approximately $1.5 billion of senior managed fixed income securities.  At Smith Barney, he served as the senior execution professional on nearly $4 billion of senior managed tax-exempt bond financings.  Mr. Jones also participated in $1.8 billion dollars of complex taxable refinancing transactions with several rural electric cooperatives. 

Mr. Jones’ international investment banking experience includes serving as a senior consultant to the Development Bank of Southern Africa’s Municipal Infrastructure Investment Unit to develop a mechanism for financing municipal infrastructure projects in South Africa.  As Chief Consultant to the Zambia Privatisation Agency, he supervised the privatization of 26 state-owned companies for the Government of Zambia during a two-year period. 

Mr. Jones has served on the boards of several public and private organizations, including the Houston Housing Finance Corporation and the Contemporary Arts Museum-Houston.  He has an MBA from the Stanford University Graduate School of Business and a bachelor’s degree in economics from Dartmouth College.
