Will Fisher established Rice Financial Products Company’s Atlanta public finance office in 2006. He provides investment banking services to clients throughout the eastern United States and to higher education clients nationwide.  Mr. Fisher currently serves as the Designated Bonding Authority for the U. S. Department of Education’s Historically Black College and University (HBCU) Capital Financing Program, providing loan servicing services to a billion dollar portfolio.

Issuers Mr. Fisher has served as senior managing underwriter include the City of Atlanta and  Fulton County Recreation Authority (Zoo Atlanta project), Morehouse College, Tuskegee University, Howard University, and Jackson Public Schools and Hinds County in Mississippi. He has also provided financial advisory services to the Atlanta Botanical Garden, Jackson State University, Grambling State University and the University Financing Foundation, a Georgia Tech related entity, and assisted Clark Atlanta University and Tuskegee University with HBCU loan programs.  In earlier positions, Mr. Fisher was an advisor with Public Financial Management (PFM) and a manager for M. R. Beal & Company.  

Mr. Fisher holds a BBA from Howard University.
