Institutional Fixed Income

State and Local Government Sales

Rice Financial’s Institutional Fixed Income Desk provides clients specialized investments in taxable and tax-exempt fixed income securities for liquidity purposes and to fund date-certain projects.  Over the past 10 years, Rice has sold an average of $15.1 billion annually in short-term securities to state and local governments and portfolio managers, and virtually all of this business was done on a competitive basis.

Our extensive and experienced market access allows us to provide the best in competitive services in the primary and secondary markets.  Our relationships with the GSEs (Fannie Mae, Freddie Mac, Federal Home Loan Bank and Farmer Mac) afford us the ability to structure the most competitive investments for our customers.  Rice Financial’s daily presence in the money markets and relationships with the GSEs allow us to create discount note maturities via “reverse inquiry,” giving our customers greater short-term investment flexibility.

Rice Financial is active in the daily sales and trading of:

  • U.S. Treasury Securities
  • U.S. Agency Bonds
  • Certificates of Deposit (CDs)
  • Corporate Notes and Bonds
  • Commercial Paper
  • Municipal Bonds

Secondary Market Municipal Sales and Trading

Secondary market trading is a priority at Rice Financial.  We place no distinction between the primary market and secondary market, and call upon our capital between these two markets in a way that facilitates the underwriting and distribution of a client’s bonds in the most efficient and cost effective manner possible.  The firm’s secondary market trading activities allow us to provide a source of liquidity in the secondary market for our state and local government clients as well as our institutional and retail investors.  Our secondary market portfolio is liquidated and replenished frequently through the firm’s normal original issue and secondary market activities.
